Harmonize output of objective functions passed to minimizers

Prerequisite for eliminating the global variable objective_function_penalty_base (#1051 (closed)) and to avoid introducing another layer of functions as in reverted commit https://github.com/DynareTeam/dynare/commit/1ad8df4635d99ba775e22f5693bf18c2cbb6c0aa (see also the discussion there)
