Options at the top of a mod file should be parsed by the preprocessor

The options at the top of a mod file are currently read from dynare.m, then passed when invoking the preprocessor.

But we want this feature to work outside of MATLAB. So this parsing should be done by the preprocessor itself, who should accept these options as if they had been passed on the command-line.
