option for tolerance value in Modified Harmonic Mean estimator

currently there is an hard-coded threshold set to 0.01 for the relative difference between the marginal likelihood computed withing the 1st and 9th deciles. It might be helpful to allow modifying it with an explicit option, something like: options_.Modified_Harmonic_Mean_Tolerance with default 0.01
