Fix or block interplay of stochastic Ramsey and block

1. The attached file has a problem with the residual of the static model. It outputs residuals of the conditional steady state file that do not exist without block rams1.mod
2. When overriding this and moving into dyn_ramsey_static, the nblock-input of the +FNAME.static.m-file is not set, suggesting that block is not supported in the first place.
