Occbin: clarify combinations of filters and initializations

It's not clear that the defaults for the normal Kalman filter match Occbin. See e.g. https://forum.dynare.org/t/time-varying-effective-lower-bound/19908/10 In particular, we need to decide on a default for qz_criterium and provide an error for non-applicable kalman_algo and lik_init.
