Packages are no longer autoloaded, so testing whether they are "Loaded" does not work in all cases. The function now ensures that the package is loaded. This change was made for consistency with commit 7cbac0c9 in Dynare.

With octave the names of the variables on the first line were not read. With Matlab the first variable name was missing if dates were not provided in the first column. (cherry picked from commit 1684e944)
