— On GNU/Linux, the locally installed binary now has priority over the
  system-wide binary
— Do not require 32-bit binary if we are on a 64-bit system and the 64-bit
  binary is there (or vice versa)
— Code factorization in the detection logic

As a consequence, no need to download the binary on the CI runners, since it is
already there.

... Also do not crash dynare_config() if matlab is not able to download the X13 binary.

isunix returns true for linux AND osx => First test if the patlaform
is osx (with ismac).

Use X13 Census for estimation.
