This method is applicable to flow variables with constraint
that four consecutive quarters must sum to the annual value is required.

I fail to see why cublic spline should be used with flow
variables.

Also fixed indentation.

Display the results as a table instead of a plot.

wId is empty => Value of wflag is not updated.

The routine converts annual data into quarterly data.
Currently two options are implemented:
- equal-per-quarter setting values in each corresponding quarter to
corresponding annual value
- cubic-spline applicable ONLY to flow variables
