Provisions for Apple Silicon package

MATLAB has finally released an Apple Silicon version (R2022a beta), so we can begin the process of creating a native pkg of Dynare. This commit introduces small changes to the preprocessor to find gcc. With this commit and the related dynare!2034 (closed) merge request, I am able to compile it from source without Rosetta2.
