Downgrade minimal required Octave version to 5.1.0 · 3c802cc1

Ubuntu 20.04 LTS has Octave 5.2.0, and we want Dynare 4.7 to work on the latest
Ubuntu LTS as of release time.

This is a partial revert of 47477e15, which
bumped the minimal requirement from 4.4 to 6.2.0.
